Are you an experienced service provision manager in the field of (or closely related to) children and young person's care? Do you enjoy expanding out services and working in partnership with commissioners? Can you steer an established but unregistered service through the process of Ofsted registration? If so then read on, as this may be just the role for you...

Our client is a one of the leading social care providers in Merseyside and Greater Manchester - with operations across Liverpool, Sefton, Bolton and beyond. They are a not-for-profit organisation offering a range of social care services, both to adults with complex needs and to children & young people transitioning out of care.

They are seeking an experienced service manager (i.e. someone with demonstrable management experience within the young person's care arena) to take on the critical role of Business Development & Service Manager, taking overall responsibility for the charity's children and young people's services across multiple sites.

The successful candidate will assume responsibility for several, currently non-registered services, providing supported living for young people aged around 15-17 years who are transitioning out of care. You will steer the process of Ofsted registration for these services, addressing and resolving all and any issues which may present barriers to this. Moreover, a core part of the role will be to build out from these existing services and seek to secure contracts for, establish and deliver new services in the children's and young people space.

Reporting directly to the charity-wide Director of Operations, in this important position you will line manage two Senior Support Workers and oversee management of the wider Support Worker team. You will have ultimate responsibility for service quality, staffing, budgeting and all other operational matters.

  • Providing the overall leadership, strategic planning and day-to-day management of the charity's operational services within the children and young people's space

  • Leading on the development and growth of the charity's services within the children and young people space, either in the Bolton or Sefton/Liverpool area or both

  • Ensuring the provision of direct support to young people receiving care from the services managed, including that which is required to take place outside the immediate service environment (e.g., attending meetings, supporting young people with interviews, including with law enforcement authorities, etc.)

  • Providing leadership and motivation, ensuring staff are able to provide flexible, efficient and high quality services

  • Working with the SMT to support first line staff in achieving service excellence and young people's safety at all times

  • Contributing to effective operational planning, monitoring and reporting

  • Informing the decision-making process of the Senior Management Team (SMT) and Trustees

  • Together with the Director of Operations and SMT, ensuring systems/processes are in place such that staff receive required levels of training and development, and that this is continually tracked and recorded

  • Assisting the Director of Operations in managing the use of resources allocated to the charity’s various operational units

  • Taking part in and assisting with the management of the on-call rota and system, including carrying out shifts within the services in emergency situations

The successful candidate will meet some or all of the following requirements:

  • Hold a minimum of NVQ Level 3 in either Health & Social Care or Children & Young People's Workforce (ideally having achieved Level 4 or equivalent NVQ in Leadership and Management, if not Level 5 Leadership and Management in Care / Registered Manager's Award)

  • Experience of working as an operational manager within a social care provider environment, with at least 2 years’ spent in a service management position

  • Experience of securing the necessary funding / contracts for and the delivery of new social care services

  • Experience of managing support provision for young people transitioning out of care

  • Experience of supporting children and young people with learning difficulties, mental health issues and/or complex needs in a residential, supported living or outreach environment

  • Emotional resilience and the ability to handle complex, sometimes volatile situations with highly challenging behaviour in a calm and responsible manner

  • Experience of staff management, including rota management and recruitment

  • Excellent communication skills, both written and verbal, with demonstrable experience of writing both day-to-day and complex reports

  • Experience of budget management

  • Experience of supporting service users, carers and/or family members and staff during assessment and transition periods
